I was able to look at your files. Are you sure you uploaded the right thing? Your mediafire link just looks like the standard skin. Also, part of your problem might be adding the number at the end of the file name. Instead of "personality_sphere1" try "personality_spher1". Adding the extra letter/number can mess up the system, and not cause the skin to be loaded.

Do that for all the .vtf files. Adding an extra letter/number to the end can (and has) messed it up. You don't actually need the .vmts, too. Oh, and can you upload the skins that you were trying to get to work? Because what you linked to at mediafire (I'm pretty sure) was the normal Wheatley skin.

It's not an instantaneous process. I have to configure the files, load the game, find Wheatley, take pics, upload them....
