Cubemaps not showing up

That screenshot doesn't have built cubemaps. On other systems the glass of the elevator very obviously reflects the default cubemap.

Open up the bsp using pakrat and see if the cubemaps are included in the bsp. Otherwise sometimes the cubemaps will be dumped inside your materials folder: materials/maps/mapname.

Shouldn't I always get at least the default cubemaps though?
