New User Registration Is Broken

I have a friend who wants to register with TWP.com and can't. He wants Hammer help but can't register because something about the registration system is broken. What's going on? I checked the latest user registration date and that was September 5th, 2014, almost a year ago! The system must have been broken for a long time then some time after that.

Is deactivated for quite an while actually, and i also think that it should be fixed already =P

They closed it because spammers kept coming and screwing up the place.

Is there a way for an admin to create the account for my buddy? All my buddy needs to do is change the password.
