I'm really tempted to make a Hammer knowledge quiz. But it seems a bit silly.

It really isn't. We could replace the user signup captcha with it.

But what if people (like me) who hardly know anything about Hammer try to sign up?

And anyway, the Hammer is a general tool for all Valve games, like Lp said. Not made specifically for Portal 2, but that's how it's made.

perhaps you could sort people into groups, those who are allowed to upload maps (developers) must first pass the test
everyone else is just a commenter
you could even have levels of how much people know. Top position Valve employee, or inventor of Source, the questions could be ridiculous and impossible to know, like what method is used in the speedmod entity's source code which increases/decreases the players speed

and questions are random, and you have a set time.... wow I went overboard on that
