Soundscape not working

No that is a soundscape from portal 2. I`m mapping in Portal 2. Search in the file I posted in my initial post. It`s so damn fustrating.
I don`t want to use ambient generic because I`m not suppose to do it. I know for sure that for this kind of situations I should use env_soundscape.
