Prop_Portal Ignores Portal Number [Solved]

EDIT: Fixed it. I had the portals set to start active. Because they were all the same set and colour it screwed up and randomized them. When setting the settings I expected a Start Disable setting and just chose the second option (Yes) however it was actually a Start Enabled option. (Inconsistent with other entities)
