Portal 2 Authoring Tools "Portal 2 (Tools Mode)"

So, I never noticed that option (Tools Mode) on the Portal 2 Authoring Tools window before. What does it do?

I think tools mode is a portal 2 to make particles, but if you open it, it says "steam validation rejected" (because it's beta) anyway, just a hunch.
Alien Swarm and L4D SDK have it too
