Partner doesn't see custom coop skin.

So, I've made myself a skin for Atlas. A cool one. But, my partner can't see it. Using the tutorial here, I made a skin, and I can see it in my Robot Enrichment and on myself in the PTI coop maker. I read in the previously mentioned thread that the only way for my partner to see it was if they also had the same skin and pak file. Is this true? Is there another workaround?

yes, you partner also needs the skin. or else he won't see it

Why? Doesn't your partner see the skin when you buy one from the store? Why wouldn't they be able to see your custom skin?

The rendering is done on the client side, meaning your partner will only see what his computer can produce. If he doesn't have the custom texture then he won't be able to render it. The reason the store bought skins work is because every client has access to them.

However, you can use a bit of trickery to switch to a custom model if they have it too.

EDIT: I suppose (if my partner were willing) I could supply my partner with the skin(s) and a couple of customized pak01_dir files for when they are the host or hostee. Anyone have a better solution?

Editing the script to change the model when using a certain item. No VPK's needed.

Okay. And, umm, how exactly would I go about doing that? What script? What language? Is this easy to do? Is it host side or server side? I've googled, and tried to find stuff, but I haven't found anything useful.

Both players need to do it, there isn't really a "server" for Portal 2 co-op. It also isn't really a "language", unless you count Valve KeyValues.

There are scripts in the portal2/scripts folder which control each item in Co-op. If you edit your script, it will make it so that that item changes your playermodel. Hex and reskin a model, then edit the script. You can even make that particular map override the script, so whenever it's played that itme changes your skin.
